News | New regulations on geological disaster prevention and control for the “15th Five-Year Plan” have been released, with SPEPC’s full-chain monitoring solution taking center stage.

On August 4, the General Office of the Ministry of Natural Resources released the “Implementation Plan for National Geological Disaster Prevention and Control during the 15th Five-Year Plan Period.” The document outlines a roadmap for geological disaster prevention and control over the next five years and sets higher standards for local natural resources authorities, as well as departments responsible for transportation, water conservancy, and related enterprises.

I. Core Policy Data

By the end of 2025, nearly 280,000 geological hazard sites will have been registered nationwide, posing a threat to the safety of 11.48 million people and property valued at 760.1 billion yuan.

During the 14th Five-Year Plan period, more than 75,000 automated monitoring and early-warning stations were deployed nationwide, resulting in a 52% reduction in the number of deaths and missing persons and a 38% decrease in direct economic losses from geological disasters compared with the 13th Five-Year Plan period.

During the 15th Five-Year Plan period, the country will undertake engineering remediation of more than 4,200 geological hazard sites, carry out hazard elimination and risk mitigation at over 6,100 sites, and relocate 50,000 households to safer areas.

II. Four Major Core Changes

Change 1: From “point” to “area,” the scope of control has been significantly expanded.

During the 14th Five-Year Plan period, the primary focus of control will be on geological hazard risk points.

During the 15th Five-Year Plan period, a dual-control approach—covering both “disaster‑prone sites” and “risk zones”—will be fully implemented across 17 key provinces nationwide and in 1,206 key and secondary key counties (cities and districts) designated for disaster prevention and control. This marks an expansion of disaster management from site‑specific defenses to comprehensive, area‑wide governance.

Change No. 2: 21 key prevention and control zones, with broader coverage.

The “15th Five-Year Plan” designates 21 key geological hazard prevention and control zones: 17 zones for landslides, rockfalls, debris flows, and ground subsidence, covering a total area of approximately 2.97 million square kilometers; and 4 zones for land subsidence and ground fissures, with a combined area of about 280,000 square kilometers. New priority areas have been added, including the downstream Yarlung Tsangpo River hydropower project, high‑altitude long‑distance geological hazard chains, and the Yanshan–Taihang Mountains region.

Change #3: AI and intelligent technologies have become essential technological requirements.

The Plan explicitly calls for leveraging technologies such as AI and digital twins to enhance the accuracy of hazard identification and disaster early warning; to conduct continuous three-dimensional monitoring in key areas prone to land subsidence across 19 provinces, autonomous regions, and municipalities; and to develop and refine the “One-Map” sub‑scenario for geological hazard prevention and control.

Change Four: A Fundamental Shift in Prevention and Control Strategies

The focus has shifted from “enhancing geological hazard prevention and control capabilities and mitigating geological hazard risks” to “strengthening climate change adaptation capacities and reducing geological hazard risks,” moving from a reactive approach to extreme weather toward proactive adaptation and robust preventive measures.
