Liuzhou Sanjiang Debris Flow Emergency Monitoring Project

Project Background
Gaonong Village in Sanjiang County, Liuzhou, is situated at the confluence of the Liujiang and Sanjiang Rivers, adjacent to the waterway and at a relatively low elevation. The surrounding terrain is mostly flat, characterized by farmland and broad river valleys. Summer rainfall is abundant and often accompanied by thunderstorms and heavy downpours. Located at the Liujiang–Sanjiang confluence, the area is prone to flooding when precipitation is intense or when upstream rivers rise, potentially inundating low-lying areas, agricultural fields, and villages. Moreover, due to its generally flat topography, prolonged hydrological processes can give rise to flood‑retention zones or water‑logged areas; under certain conditions, excessive rainfall may trigger geological hazards such as landslides and debris flows.
In May 2020, this area experienced a flash flood and debris flow event, resulting in one house being partially buried by mud, two houses suffering localized erosion, approximately 100 meters of village access road damaged, and 50 mu of farmland destroyed, with total economic losses reaching 500,000 yuan. Following an assessment by experts from the Guangxi Geological Environment Monitoring Station, which concluded that the site faced a high risk of another flash flood and debris flow, installation of universal‑type flash flood and debris flow monitoring equipment was completed on August 3.

Monitoring equipment
In 2020, Guilin Spepc Technology undertook the installation project of emergency monitoring equipment in Gaonongtun, Sanjiang County, Liuzhou. By installing debris-flow alarms, inclinometers, and alarm devices, the system monitors hydrological indicators, rainfall, displacement, and other data in real time. The equipment is deployed in a gully approximately 400 meters upstream from villagers’ homes, with alarm devices connected to each household. The system features audible and visual alarms; when conditions that could trigger debris flows or landslides are detected, it issues warning signals, providing early alerts to nearby residents and relevant authorities.
Success Alert
From 7:00 a.m. to 9:00 a.m. on September 11, 2020, the area experienced continuous heavy rainfall, with three-hour precipitation reaching 89 millimeters.
At 8:11 a.m., the debris flow triggered the monitoring equipment in the gully, and an alarm sounded inside the villagers’ homes. The villagers immediately organized an evacuation, and a total of 30 people were safely relocated.
At around 8:20 a.m., a debris flow surged into the village, damaging three houses. The interval between the early warning and the occurrence of the debris flow was just nine minutes. Thanks to timely alerts from monitoring equipment and the villagers’ prompt evacuation, no casualties were reported.
This successful early‑warning case was featured in special reports on CCTV‑13 and CCTV‑4, the Chinese International Channel, serving as a prime example of the effectiveness of Guangxi’s “human‑plus‑technology” geological disaster monitoring and early‑warning system.
