Guangxi Large-Scale Monitoring Station Construction Project for 2022–2024


Project Background

Guangxi Zhuang Autonomous Region is located on the southeastern edge of the Yunnan-Guizhou Plateau, where karst landforms are widespread and geological hazards such as landslides, rockfalls, and debris flows occur frequently. Traditional manual inspections have limited coverage, and early-warning capabilities remain inadequate. During the 14th Five-Year Plan period, Guangxi’s natural resources authorities have continued to advance the construction of a “specialized–community‑combined” monitoring and early-warning system for geological hazards, enhancing the automated monitoring coverage of potential hazard sites through large-scale deployment of universal‑type monitoring equipment. Guilin SPEPC, a leading IoT‑based monitoring enterprise in the region, has won bids for related equipment procurement and operation‑maintenance projects for many consecutive years.

Monitoring equipment

In 2022, SPEPC won the bid for Lot C of the “2022 Guangxi Geological Disaster Special‑Public Joint Monitoring and Early Warning Project” with a contract value of RMB 6.9005 million; concurrently, as part of Lot F, it undertook the monitoring and early warning construction tasks for 120 hazard sites in Yulin and Qinzhou cities, deploying equipment including integrated tilt‑angle accelerometers, tipping‑bucket rain gauges, integrated soil moisture sensors, wireless early warning radios, and audio‑visual alarms. In 2023, SPEPC secured Lot B of the “2023 Guangxi Comprehensive Geological Disaster Prevention, Control, Monitoring, and Early Warning Project Equipment Procurement” with a contract value of RMB 6.630245 million, and also won the bid for the “Geological Disaster Automatic Monitoring System Operation and Maintenance Project” (Lot B, RMB 541,900). In 2024, SPEPC participated in the “Guangxi Geological Disaster Monitoring Station Construction Project,” funded by additional treasury bonds (covering a total of 1,704 sites across the region), serving as one of the winning bidders to provide monitoring equipment and technical support.

Implementation Effectiveness

The project has deployed automated monitoring stations on a large scale across multiple cities and prefectures in Guangxi, including Yulin, Qinzhou, Baise, Guilin, Liuzhou, and Hechi. The system uses 4G/LoRa wireless transmission to feed monitoring data in real time into the Guangxi Geological Disaster Monitoring and Early Warning Platform, enabling 24-hour automatic collection and intelligent analysis of indicators such as deformation at potential hazard sites and rainfall levels. During operation, it has successfully issued early warnings for landslides and collapses on multiple occasions—for example, in June 2023, it accurately predicted several landslides in Shadi Po and Datiantou in Liujiang Town, Beiliu City, Yulin, as well as in Liuxiu in Pingzheng Town—effectively guiding residents to evacuate and preventing casualties. The equipment stability and data service quality of Guilin SPEPC have been recognized by the autonomous region’s natural resources authorities, which continue to provide ongoing operational support and maintenance.
